Parental Rights Handbook

During the 2020 Arizona Legislative Session, the Legislature passed Senate Bill 1061 which went into effect on August 25, 2020. Public Records Requests

Each charter school under the Charter Holder is subject to public records requests and the school’s website shall include the name, telephone number, and email address of an employee or department that can provide the information requested or is able to forward the request to the appropriate person or department. H.B. 2587, 55th Legislature, Second Regular Session (2022).

Upon receiving a public records request, the Charter Holder provides the name, telephone number, and email address of the employee authorized to provide the requested information and confirms receipt of the request within 5 business days. H.B. 2587, 55th Legislature, Second Regular Session (2022).

Employee Education and Experience

Each school under the Charter Holder maintains information regarding each employees educational and teaching background and experience in a particular academic content subject matter for all current employees that provide instruction to students. All parents or legal guardians of students enrolled in a school under the Charter Holder are notified that the Employee Education and Experience information is available for inspection upon request. This paragraph does not require any school to release personally identifiable information in relation to any teacher or employee, including the teacher's or employee's address, salary, social security number or telephone number. A.R.S. §15-183(F)

Parents and Other Visitors at School

Each charter school governing board under the Charter Holder will adopt policies for parental classroom visits, tours and observations in accordance with H.B. 2025. H.B. 2025, 55th Legislature, Second Regular Session (2022).

At BFCS, parents are encouraged to come to school frequently and to take an active part in the education of their child. In order to maintain a safe and focused educational environment, we ask that visitors follow these guidelines:

Parents and Campus Visitors (Affiliated with the School)

All campus visitors are required to report to the office and sign in electronically using a state-issued, scannable ID.

The secure visitor management system program will quickly run their name against a national database of registered sex offenders and student -specific no contact orders. Individuals whose names are flagged via this screener will not be permitted on campus without further investigation by campus administration. This screening is done at no cost to visitors. All campus visitors will be required to wear a visitor sticker.

Children Not Enrolled as BFCS Students

Children who are not enrolled in the BFCS program are not permitted on campus during the school day without approval from campus administration.

Other Campus Visitors (Not Affiliated with the School)

Visitors unaffiliated with the school may only visit under the supervision and direction of campus administration. Tours for prospective parents may be scheduled at this link.

Additional Guidelines for Observations

Visitors are asked to notify teachers when visits are planned and avoid conferences with the teachers during such visits so the teacher can conduct class as usual.
In order to preserve the educational environment, classroom visits are allowed for observation only. Participation in classroom activities by any visitor is under the direction of the teacher and campus administration.
At the elementary (K-6) campuses, for the safety of the students and staff, visitors are not allowed on the playground during school hours. Special events, such as field day, may be an exception at the direction of the campus administration.

Crime Reporting

School personnel are required to report to campus administration any suspected crime against a person or property that is a serious offense (as defined in section A.R.S. § 13-706, listed below) or that involves a deadly weapon or dangerous instrument or serious physical injury and any conduct that poses a threat of death or serious physical injury to an employee, student or other person on the school property. (A.R.S. § 15-153)

For the purposes of this section "serious offense" means any of the following offenses if committed in this state or any offense committed outside this state that if committed in this state would constitute one of the following offenses (A.R.S. § 13-706):
(a) First degree murder.
(b) Second degree murder.
(c) Manslaughter.
(d) Aggravated assault resulting in serious physical injury or involving the discharge, use or threatening exhibition of a deadly weapon or dangerous instrument.
(e) Sexual assault.
(f) Any dangerous crime against children.
(g) Arson of an occupied structure.
(h) Armed robbery.
(i) Burglary in the first degree.
(j) Kidnapping.
(k) Sexual conduct with a minor under fifteen years of age.
(l) Child sex trafficking.

School personnel may use the quickest method of communication available at the time to report any suspected crime to campus administration under this policy. Campus administration will collect documentation of the suspected crime from the reporting school personnel. Campus administration will also be responsible for notification of the parents of any students involved and local law enforcement as needed.
